For Speech, OT, ELL or Special Education Support:

Say the number names slowly together and give plenty of wait time.
Accept pointing, gestures, AAC or any communication method the child already uses.
Use a fat crayon or a pencil grip for writing.
Lay the cards on a table for kids who need to stay seated.
Use the same cards across several sessions.
